Project Overview:

The Department of Veterans Affairs occupied a 9,815 NUSF Community Based Outpatient Clinic (CBOC) in Charlotte, NC. This clinic provided outpatient care to veterans residing in Mecklenburg County and surrounding areas. In 2002 the Department of Veterans Affairs and Congress approved a project to construct a 51,932 NUSF Outpatient Clinic (OPC). Following congressional budget approval, the Department of Veterans Affairs acquired a ten (10) acre plot of land for the clinic. Public Properties LLC was retained to carry out all comprehensive real estate services for the project, including the negotiation of the assignable option to purchase.

Primary Leasing Strategy:

  • Utilize medical build-to-suit solicitation for offers
  • Utilize "”Full and Open Competition” procurement method
  • Achieve long term lease – 15 years with five (5) year renewal option
  • Achieve fair and reasonable rental rates
  • Negotiate the assignable option with the firm awarded the contract
  • Provide comprehensive real estate services throughout construction of the OPC

  • Awarded lease based on both price and technical scores

  • Held negotiations with all offerors in the competitive range
  • Negotiated fair and reasonable terms that fell within the competitive range established by appraisal

Summary:

Prior to Public Properties involvement, this lease was delayed for two (2) years due to budgetary constraints. Furthermore, upon award, the prospectus required amending to reflect current market conditions. Public Properties provided financial analysis and comparable data to support receipt of congressional approval for a new prospectus as well as support the value necessary to score as an operating lease.
