Project Overview:

The existing Las Vegas Ambulatory Care Center facility was constructed in 1997 and housed primary care, dental, surgical, mental health outpatient programs, administrative and support activities. In May 2001, the VA retained a consultant to research and analyze visible cracks and structural irregularities within the building. The report identified major deficiencies and recommended the LVACC evacuate the building. In June 2002, the VA issued a show cause notice stating the VA would be terminating the lease for default because the building did not structurally meet the minimum standards required by code. On September 11, 2002 the VA terminated it’s lease and began the relocation process. VA retained Public Properties to provide lease transaction services for the emergency relocation.

Primary Leasing Strategy:

  • Emergency relocation of the Las Vegas Ambulatory
    Care Center (LVACC)
  • Utilize "Other Than Full and Open (OTFO) " procurement
    method - sole source negotiations
  • Achieve short term leases - 3 year firm term with
    3 one year renewals
  • Achieve fair and reasonable rental rates in an accelerated negotiation period
  • Negotiate tenant improvement allowance in lieu of
    constructing unique requirements

Meeting Client Needs:

  • Awarded leases through sole source negotiations
  • Awarded 10 leases on fast-track basis
  • Negotiated fair and reasonable terms that fell within the competitive range established by appraisal
  • Met VA's fast track deadline - all functions relocated
    by May 2003

Cost to Client:

Public Properties successfully executed leases for 10 locations and met the emergency relocation schedule of the VA. Meeting this schedule enhanced the VA's mission of reducing risks for patients and staff.
